Purpose of Program: The purpose of the Disability and Rehabilitation Research Projects and Centers Program is to plan and conduct research, demonstration projects, training, and related activities, including international activities; to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities; and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Rehabilitation Engineering Research Centers Program (RERCs) The purpose of the RERC program is to improve the effectiveness of services authorized under the Rehabilitation Act by conducting advanced engineering research on and development of innovative technologies that are designed to solve particular rehabilitation problems, or to remove environmental barriers. RERCs also demonstrate and evaluate such technologies, facilitate service delivery system changes, stimulate the production and distribution of new technologies and equipment in the private sector, and provide training opportunities. Priorities: These priorities are from the notice of final priorities for this program, published elsewhere in this issue of the Federal Register. Absolute Priorities: For FY 2011 and any subsequent year in which we make awards from the list of unfunded applicants from these competitions, these priorities are absolute priorities. Under 34 CFR 75.105(c)(3) we consider only applications that meet one of the following priorities. These priorities are: 84.133E-1--RERC on Low Vision and Blindness. 84.133E-3--RERC on Wireless Technologies. Note: The full text of these priorities is included in the notice of final priorities, published elsewhere in this issue of the Federal Register and in the application package for these competitions. Catalog of Federal Domestic Assistance (CFDA) Number: 84.133E-3. Applications for grants under the Disability and Rehabilitation Research Projects and Centers program, CFDA number 84.133E-1 or 84.133E-3, must be submitted electronically using the Governmentwide Grants.gov Apply site at http://www.Grants.gov. Through this site, you will be able to download a copy of the application package, complete it offline, and then upload and submit your application. You may not e-mail an electronic copy of a grant application to us. You may access the electronic grant applications for the RERC on Low Vision and Blindness and the RERC on Wireless Technologies competitions at http://www.Grants.gov. You must search for the downloadable application package for this program by the CFDA number. Do not include the CFDA number's alpha suffix in your search (e.g., search for 84.133, not 84.133E).
