Description

This award is the continuation of a prior year award which was awarded to Utah Heritage Highway 89 Alliance. The research for this award has been an ongoing project and competition would have a significant adverse effect on the continuity or completion of the activity. As such, the applicant is uniquely qualified to perform the activity. In addition, the language in the applicable authorizing legislation or legislative history clearly indicates Congress� intent to restrict the award to a particular recipient; following in accordance with the Public L. No. 109-338, 120 Stat. 1738; (September 29, 2006). This legislation established the Mormon Pioneer National Heritage Area and directs the Secretary of the Interior to enter into a compact with the Mormon Pioneer National Heritage Area�s management entity, the Utah Heritage Highway 89 Alliance. The cooperative agreement is distinguished as the required compact.
