I. The purpose of this amendment is to make the Letter of Intent to Apply optional. Due to DOE’s concerns about the dissemination of the new requirements imposed by Amendment 002, Letters of Intent will not be required for eligibility to apply to the BRIDGE FOA. Amendment 003 supersedes Amendment 002. However, DOE requests that applicants submit a Letter of Intent as soon as possible to assist the DOE in planning the merit review. The full application deadline for BRIDGE continues to be 05/21/2012, 5:00 PM Eastern Time. Bridging Research Interactions through Collaborative Development Grants in Energy (BRIDGE) is a new program that intends to support the SunShot Initiative by increasing the depth and breadth of expertise being applied to PV and CSP technology challenges. The BRIDGE program will employ a two-part linking approach to effectively develop U.S. capability in PV and CSP device and system design. First, BRIDGE will support the development of new Collaborative Research Teams (CRTs) of researchers who share coherent scientific goals and diverse but complementary theoretical, computational and/or experimental approaches. In addition, BRIDGE will encourage CRTs to explore opportunities to leverage existing DOE assets and expertise housed within the DOE Basic Energy Sciences (BES) Scientific User Facilities, the DOE Biological and Environmental Sciences (BER)Environmental Molecular Sciences Laboratory (EMSL) and Advanced Scientific Computing Research facilities (ASCR). To further those purposes, this Amendment make the following changes: Section I.C.9. – The language "All projects must have near-term translational character for solar technologies" was added. Section I.D.1. – The language "with no translational character for solar technologies" was removed. Section II.G.1 – Application Process Overview - Letter of Intent to Apply: The Letter of Intent to Apply for this FOA is now mandatory. Section IV.B – Letter of Intent to Apply: The Letter of Intent to Apply for this FOA is now mandatory. Section IV.E – Submission Dates and Times: The Letter of Intent to Apply for this FOA is now mandatory. Section V.A.1 – Initial Review Criteria: The Letter of Intent to Apply for this FOA is now mandatory. II. All other parts of the FOA remain unchanged. III.
