The purpose of this Amendment is to: 1. Delete and replace Section VI.B.4, ?Statement of Substantial Involvement,? to read: Statement of Substantial Involvement Either a grant or cooperative agreement may be awarded under this announcement. If the award is a cooperative agreement, the DOE Specialist and DOE Project Officer will negotiate a Statement of Substantial Involvement prior to award. In the event of a cooperative agreement, DOE has the right to intervene in the conduct or performance of project activities for programmatic reasons. Intervention includes the interruption or modification of the conduct or performance of project activities. All other parts of the Announcement remain unchanged.
