Rio Chama Flow Optimization

Description
Develop a river flow model to identify optimal flow ranges that support river rafting and maintain a viable fishery while providing flows for downstream water users. Also, develop a System Optimization Study Report consisting of a scientifically determined environmental flow regime, adjusted to optimize the hydrologic systems performance and agreed to by the multiple users of the Rio Chama. This report will need to include scientific analysis of physical and biologic attributes of the system including channel cross section and ripirian vegetation analysis. Recipeint will need to provide expertise in developing the scientific analyses and community outreach for the Rio Chama.
