Description

The United States Agency for International Development (USAID), Timor-Leste Mission is seeking applications from local Timorese NGOs to implement a program to improve the Timor-Leste National Police’s (PNTL) responsiveness to its citizens, and to enhance overall public safety and security as described in Section I (Funding Opportunity Description) of this Request for Application (RFA). This program will contribute to the development of the rule of law and the security sectors by: (1) monitoring threats to public safety; (2) improving police-community relations and (3) strengthening the ability of the PNTL to respond to the needs and concerns of the Timorese public. The authority for this RFA is found in the Foreign Assistance Act of 1961, as amended. USAID expects to award one cooperative agreement. The total estimated amount is approximately $1,000,000 for a three-year (36 months) program (from on or about February 1, 2013 – January 31, 2016). USAID reserves the right to fund any, a portion of, or none of the applications submitted. USAID may also exercise the discretion to make awards to more than one organization.
