Description

The Mid-Atlantic RSA Program was created by the Council as a vehicle to fund research projects through the sale of RSA quota. Framework Adjustment 1 to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan (FMP), Atlantic Mackerel, Squid, and Butterfish FMP, Bluefish FMP, and Tilefish FMP established a procedure through which RSA quotas are set-aside as part of the Council's quota-setting process. As part of Amendment 3 to the Spiny Dogfish FMP, which is under development, the Council has proposed to add spiny dogfish to the species included under the RSA program. The final rulemaking for Amendment 3 is scheduled for early summer, 2013. The set-asides may range between 0 and 3 percent of each species' Total Allowable Landings (TAL). The set-aside for a given species is designated primarily for research involving that species. However, applicants may request up to 25 percent of the set-aside quota for other species listed in this notice that are not the subject of the proposed research.
