The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan invites all eligible organizations to submit a proposal for a regional exchange program to catalyze action against corruption (see Section III. Eligibility Requirements on page 4). BACKGROUND Corruption in society, the judicial sector, professional sector and civil service is a long-term drain on a country’s resources. Successful programs in other countries are a ready source to find solutions to combat corruption. PAS seeks creative project proposals to establish professional exchanges designed to promote understanding of other countries’ methods of combatting corruption and implement them in Afghanistan. The goal is to recruit Afghans in positions to reduce corruption, introduce them to their peers in other countries to expose them to successful anti-corruption techniques and programs, encourage them to learn from best practices to develop a concrete plan of action to reduce corruption in Afghanistan, and establish a sustainable network of Afghan leaders from government and civil society who desire to tackle corruption in Afghanistan.
