The Office of Population Affairs recognizes the critical need to assist Title X family planning services sites in making the necessary changes to ensure continued delivery of primary, preventive reproductive health services during and after implementation of the Patient Protection and Affordable Care Act (ACA). The continued delivery of high quality health care services will require a robust HIT system to provide services to both continuing clients as well as newly covered individuals.Up-to-date electronic technologies are critical to provide high quality clinical family planning and related preventive health care services, as well as comply with administrative and financial requirements. The funding awarded under this announcement is for activities that support the adoption and implementation of HIT and enable family planning providers to meet meaningful use requirements. Specifically, funds should be used to enable family planning providers to: (1) Adopt and implement certified electronic health record (EHR) technology; (2) Support family planning centers in meeting meaningful use requirements and accessing incentive payments under the Medicaid and Medicare EHR incentive programs; and, (3) Advance family planning centers? efforts to improve clinical and operational quality through the use of HIT. This announcement seeks applications from Title X family planning service grantees to support the adoption and implementation of health information technology (HIT) systems that enable providers to meet meaningful requirements and access incentive payments under the Medicaid and Medicare EHR incentive program. These HIT systems can increase access to care, improve quality of care, and enable family planning providers to bill third party payers, thereby enhancing the provision of family planning, reproductive health and related preventive health services. Applicants should address how the proposed HIT enhancements will increase the quality of care provided, enhance entities? ability to participate in a variety of provider networks, increase third party billing, assist in Medicaid enrollment, establish or enhance the use of electronic medical and/or health record (EMR/EHR) systems, and generally meet the expectations established by the ACA.Local and regional public or private nonprofit entities who are Title X family planning service grantees as of June 30, 2013 may apply directly to the Secretary for a HIT adoption and implementation grant under this announcement.
