Description
The President has launched a major, new initiative focused on strengthening the innovation, performance, competitiveness, and job-creating power of U.S. manufacturing called the National Network for Manufacturing Innovation (NNMI). Key design tenets for the NNMI are captured within National Network for Manufacturing Innovation: A Preliminary Design, a report issued by the White House National Science and Technology Council on January 16, 2013.i In support of this initiative, the Department of Defense established the National Additive Manufacturing Innovation Institute (NAMII) that utilizes a multi-agency, “whole of Government,” approach to serve as a national model for innovation and technology advancement. Based upon the success of the pilot institute, the President has challenged the Federal Agencies to develop concepts for three new centers in Fiscal Years (FY) 13-14 to develop and scale critical technologies to manufacturing readiness levels (MRL) to 4-7. This RFI relates to one of the proposed new centers: the Lightweight and Modern Metals Manufacturing Innovation (LM3I) Institute. ONR is issuing this RFI in collaboration with the OSD Deputy Assistant Secretary of Defense, Manufacturing and Industrial Base Policy (MIBP).Entities responding to this RFI should NOT use the Application Instructions and Package under the "Application" link for this announcement. The package is included because OMB requires all announcements in Grants.gov to have an application package.
