In FY 2013, the U.S. Department of Labor’s (USDOL) Bureau of International Labor Affairs (ILAB) will award up to $7 million for a cooperative agreement to fund a technical assistance project to expand the knowledge base on child labor. The project will involve data collection and analysis on working children in 10 countries and updates on country-level statistics covering child work and education participation rates in approximately 100 countries. In the area of data collection and analysis, the Grantee will work cooperatively with the 10 host governments to (1) conduct research through surveys collecting data on children’s work and measuring child labor at the national or sector-level; (2) analyze survey data and produce survey reports; (3) develop policy appraisals; (4) prepare and publish public-use data files; and (5) build capacity of national statistical offices to conduct research and analyze data on child labor. This component will build host government capacity and support national child labor surveys in Armenia, El Salvador, Ethiopia, Georgia, Jamaica, Malawi, Morocco, Peru, and Tanzania and support a sector-specific child labor surveys in Brazil’s footwear sector. The other major component of the project will involve updating statistics for core child work and education indicators for approximately 100 countries (to be jointly identified by the Grantee in consultation with and subject to the approval of USDOL as new datasets are available) during the period of the project. Applicants eligible for this award include any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s), capable of successfully conducting research and policy analysis on child labor.
