Description

Pursuant to Section 223(a) (22) of the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, states and territories must “address juvenile delinquency prevention efforts and system improvement efforts designed to reduce, without establishing or requiring numerical standards or quotas, the disproportionate number of juvenile members of minority groups who come into contact with the juvenile justice system” (i.e. disproportionate minority contact [DMC]). DMC exists if the rate of contact with the juvenile justice system of a specific minority group is significantly different than the rate of contact for non-Hispanic whites or other minority groups. The goal of OJJDP’s DMC efforts is to ensure equal and fair treatment for every youth involved in the juvenile justice system, regardless of membership in a minority or majority population group. This program is authorized by the Department of Justice Appropriations Act, 2013, Pub. L. No. 113-6.
