The Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of funds to expand and/or enhance grant activities funded under the Minority AIDS Initiative Targeted Capacity Expansion (MAI-TCE): Integrated Behavioral Health/Primary Care Network Cooperative Agreements (RFA # SM-11-006) grant announcement. This supplemental funding opportunity is jointly funded by the Center for Substance Abuse Prevention, the Center for Substance Abuse Treatment, and the Center for Mental Health Services.The purpose of the current MAI-TCE program has been to facilitate the development and expansion of culturally competent and effective integrated behavioral health and primary care networks, which include HIV services and medical treatment, within racial and ethnic minority communities in the 11 Metropolitan Statistical Areas (MSAs) and Metropolitan Divisions (MDs) most impacted by HIV/AIDS. The supplemental funding for this announcement will be used to expand behavioral health services specifically into specialized HIV treatment services programs.The purpose of this program supplement is to screen persons who are presenting for or receiving HIV care in specialized HIV treatment services programs for substance use and mental disorders and make appropriate referrals, as necessary, to behavioral health treatment and/or prevention services. All individuals screened will be provided with education to prevent substance use and mental disorders among those who are HIV positive, information on how persons living with HIV might mitigate their risk of substance use and mental disorders, and information on what to do if behavioral health issues arise. In addition, because substance use and mental disorders can contribute to HIV-infected individuals having difficulty adhering to HIV treatment, this program will improve HIV outcomes, which may reduce risk of transmitting the virus.Grantees are expected to implement evidence-based practices (refer to SAMHSA’s Guide to Evidence-Based Practices on the Web at www.samhsa.gov/ebpwebguide) to prevent and reduce the onset of substance use and mental disorders among their population(s) of focus.
