The Bureau of Democracy, Human Rights, and Labor (DRL) invites organizations interested in potential funding to submit statements of interest (SOI) outlining program concepts and capacity to manage projects that will foster democracy and human rights in Cuba. Programs contingent upon funding.

• Nonprofits with 501(c)(3) status (other than higher education)
• Nonprofits without 501(c)(3) status (other than higher education)
• Private institutions of higher education
