The purpose of this modification is to publish the questions received regarding the FOA and the corresponding responses that was omitted in Amendment 1. Question 1: Please provide a definition and examples of Clean Energy systems and Clean Energy Technology as used in the FOA. What technologies are included? Excluded? Response 1: Clean Energy Systems/Technologies, as mentioned in the FOA, are systems and technologies that improve the efficiency of power generation and conversion systems to liquids and chemicals from fossil based fuels, enabling affordable CO2 capture, increasing plant availability, and maintaining the highest environmental standards. Clean Energy Systems/Technologies, will include technologies required to reduce the capital and operating cost and to meet zero emission targets in power systems (e.g., turbines, fuel cells, hybrids, novel power generation cycles), coal conversion (e.g., gasification) and beneficiation, advanced combustion (e.g., oxy-combustion, chemical looping, ultra super critical steam), and hydrogen and fuels. Additionally, the requirement includes efforts on enabling technology (e.g., sensors and controls) energy conversion, water issues, advanced modeling, and simulation materials. Of significant importance in the carbon capture and storage area are DOE?s research and development activities on post-combustion and pre-combustion capture, carbon utilization, and carbon storage activities, including the Regional Carbon Sequestration Partnerships, the Carbon Capture Simulation Initiative (CCSI), and National Risk Assessment Program (NRAP). There are no technologies excluded. Question 2: Is the ?statement of substantial involvement? specific to this proposal or something that FE often includes? Response 2: Yes, the Statement of Substantial Involvement (SOSI) is specific to the FOA. The SOSI is required when the Department will be substantially involved in the accomplishing project requirements. Question 3: We note that international engagement is in the title and mentioned in the text. What percentage of effort should be toward international audiences? What percentage of funding can be committed to international participants (e.g. organizations with home office outside of US)? Response 3: There is no set percentage for international participation. It will be the responsibility of the Applicant to determine the level international involvement necessary to accomplish the project and meet the requirements of the Funding Opportunity Announcement. However, based on historical information the international effort has been less than fifty percent. Question 4: Will there be a separate cost evaluation on the proposals? We noticed cost was not one of the evaluation criteria. Response 4: Cost is not one of the evaluation criteria. However, the Applicant?s budget and budget justification will be reviewed to determine the allowability, allocability and reasonableness of the proposed costs in accordance with Federal costs principles referenced in 10 CFR 600. Question 5: For organizations located in Washington D.C., what is the congressional district number to be used in the application in Grants.gov? Response 5: Please input DC-000 for the congressional district number.
