The focal point of the GLCA is Lake Powell, a reservoir impounded by Glen Canyon Dam, near the southern boundary of the recreation area. The GLCA receives over 1 million visitors each year. The GLCA is subject to a variety of geologic hazards that may affect the safety of visitors, NPS staff and others, and impact area operations and environment. The Utah Geological Survey (UGS) are the State of Utah¿s experts at conducting geologic-hazard mapping. UGS will complete geologic hazards mapping of a portion of the GLCA to provide officials with Geographic Information System (GIS) based information about geologic hazards that are needed to plan for and safely manage the GLCA. The data and maps will be useful for planning, maintenance, construction of infrastructure, visitor and staff safety, and for educational outreach activities. Principal products of this project will be up to eleven geologic-hazard maps that address flooding and debris flows, rock fall, landslides, surface faulting, liquefaction, collapsible soil, expansive soil and rock, wind-blown sand, piping and erosion, shallow bedrock, and shallow groundwater. The maps will be at a scale of 1:24,000. An accompanying report will discuss the geologic-hazards mapped and provide background information. The project will include an ArcGIS geodatabase that contains all of the hazards information used to develop up to eleven maps, which may be used directly in ArcGIS 10.2 or later versions, or in other GIS applications. The geologic-hazard maps are intended for use in general planning to indicate where geologic hazards may exist, and where site-specific geologic-hazards investigations are necessary for future development or construction activities. The proposed mapping will not replace site-specific geotechnical investigations for all new construction. RECIPIENT INVOLVEMENT 1. Conduct geologic hazard mapping in GLCA in the areas covered by 1:24,000 scale geologic maps (attachment B). 2. Identify and review non-digital and digital geologic, hydrologic, and soils information; digital elevation models; and aerial photography and other remote sensing data available for the study area. 3. Digitize and rectify relevant non-digital geologic, hydrologic, and soils information; and aerial photography (digitize only) available for the study area. 4. Compile a digital geotechnical database incorporating test pit, borehole, and laboratory data, and other information from geotechnical, geologic, and soils reports on file with communities and counties located within and near to GCLA, and with the GCLA. 5. Incorporate current road, trail, and other pertinent NPS information into a GIS database. 6. Create GIS-based derivative geologic-hazard maps for up to 11 principal geologic hazards affecting the study area. 7. Field check and map as necessary to improve the geologic-hazard maps. 8. Preparing explanatory text report to accompany the geologic-hazard maps. 9. Provide maps, report, and GIS data to the NPS, and participate in public or NPS briefing meetings to present and discuss the results. 10. Provide digital copies of public domain aerial photography used in the project. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: 1. Provide funding for work outlined in the scope of work and delivery of satisfactory final products. 2. Commit to significant collaborative involvement with UGS, including collaborative refinement of technical specifications and scope of the project. 3. Consult with UGS on work progress, and provide information support as needed. Provide timely review of deliverables SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (2) CONTINUATION SINGLE SOURCE JUSTIFICATION DESCRIPTION: THIS IS A NOTICE OF INTENT TO AWARD This is a Task Agreement (P14AC01288) under Cooperative Agreement (P13AC00601) in the amount of $50,000.00 with a period of performance from date of award until 07/30/2016. STATUTORY AUTHORITY 16 U.S.C. §1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs
