Description

Due to the high HIV prevalence in the prisons and limited access to comprehensive HIV services among the prisoners and prison staff, the purpose of this FOA is to support and strengthen the delivery of evidence-based comprehensive HIV/AIDS prevention, care, treatment, and support services to the prisoners and prison staff of the Uganda Prisons Service (UPS). This is in line with the CDC program goal of supporting Uganda to achieve an AIDS Free Generation through universal coverage (> 80%) of combination prevention interventions in a way that is accountable, engenders country ownership, and builds national capacity. The program objectives aligned with this FOA include: • Contribute to the Ministry of Health strategic goal to reduce the national HIV incidence rate by 40% within 5 years through scaling-up evidence-based, effective, combination prevention interventions that reflect the nature of the epidemic. • Contribute to the Ministry of Health strategic goal to increase Anti-Retroviral Therapy coverage among eligible persons from 44% to 80% by 2016. • Support the MOH in increasing coverage of HIV care (including Tuberculosis and other opportunistic infections) among HIV-infected persons from 54% to 80%.
