Description

The United States Government (USG) represented by the Department of State’s Bureau for International Narcotics and Law Enforcement Affairs, directs and oversees foreign assistance programs aimed at criminal justice reform in Somalia. INL provides support for law enforcement training and development as well as a range of assistance and capacity building for the rest of the criminal justice sector in Somalia. In an effort to complement existing INL, USG and international donor efforts to develop the rule of law and support civilian policing efforts in Somalia, INL seeks applications from qualified non-governmental organizations for a program to build technical capacity of all current members of the Criminal Investigative Department (CID) of the Somali National Police (SNP) to investigate complex crimes (including terrorism), effectively prepare cases to refer for prosecution, and provide on the job mentoring to mid-to-senior members of CID to ensure sustainability of U.S.-funded support.
