This program is designed to raise the overall level of competitiveness of Historically Black Colleges and Universities and Other Minority Institutions (HBCU/OMI) with other institutions in the field of fossil energy research; and to tap an under-utilized resource by increasing the number of opportunities in the areas of science, engineering, and technical management.
