The Agreement builds upon and expands programs and activities carried out in partnership between the National Park Service and the Outdoor Foundation, including but not limited to the Outdoor Nation program begun in 2009 for the purpose of engaging young adults, and provides a partnership framework through which a range of other opportunities to increase and enhance outdoor recreation participation and engagement by Americans of all ages can be developed and implemented. The Recipient is a not-for-profit 501(c)(3) foundation established by the Outdoor Industry Association to inspire and grow future generations of outdoor enthusiasts. Its vision is to be a driving force to increase active outdoor recreation in America. This Agreement will continue developing and enhancing an established cooperative relationship between NPS and the Recipient by providing a broad range of programs and projects that seek to advance public purposes consistent with the mission and goals of NPS and the Department of the Interior. The partnership supports NPS and Department of the Interior goals for youth engagement and public health, and addresses NPS Centennial goals including encouragement of children to be future conservationists, engaging the public as citizen stewards, and providing NPS recreational opportunities for all Americans. Today�s young adults spend less time outdoors than any previous generation, and this trend correlates to physiological and psychological health issues including obesity, depression and attention deficit disorder; the activities and projects within this partnership directly address these conditions. It is anticipated that this Agreement will foster additional activity by the Recipient to engage youth and young adults -- especially seeking to reach those from urban communities and diverse backgrounds -- and ultimately to increase outdoor recreation participation. This may take the form of programming that encourages youth and young adults to visit national parks for recreational enjoyment; support for gatherings designed to develop leadership skills in the context of outdoor recreation and conservation activities; sustenance of social media and other organizing tools to support and promote outdoor recreation among youth and young adults; creation and maintenance of online tools and resources that help participants practice effective leadership in their local communities; and recruitment of participants from a broad range of geographic origins, neighborhood experiences, and social and ethnic backgrounds to become participants in activities and opportunities sponsored and supported by the NPS, the Recipient, and other partners. RECIPIENT INVOLVEMENT 1. Cooperate in activities related to the promotion of outdoor recreation and conservation activities by people of all ages and diverse backgrounds by fostering the exchange of information. 2. Collaboratively identify, plan, and execute strategic methods for engaging citizens in the management and policy realms pertaining to conservation and outdoor recreation lands and resources. 3. Partner in efforts to identify, modify, and integrate other existing or potential programs and activities to more seamlessly and effectively meet the common objectives of this Agreement. 4. Identify additional stakeholders, engage additional partners, and seek additional funding from a range of sources that can be used to enhance the scale and success of these mutually beneficial projects. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: 1. Plan, develop, produce and disseminate informational and educational materials and events, stimulating innovative ways to engage interest and activity among all Americans in our parks and public lands and waters. 2. Support the Recipient in mutually agreed-upon activities by participating in planning, development of agendas and informational and educational materials, and participating in meetings and workshops, to support the objectives of this agreement. 3. Provide financial resources to stimulate relevant activities by the Recipient, subject to the details and terms of relevant Task Agreements to be developed subsequent to this Agreement, and subject to availability of funds as determined solely at the discretion of NPS. The Recipient and NPS, jointly, agree to: 1. Undertake all tasks and activities associated with this Agreement and subsequent Task Agreements in the spirit of partnership, and make effective and efficient use of the strengths and authorities possessed by the respective parties. 2. Remain cognizant of evolving NPS strategic priorities regarding engaging the public, and periodically consider appropriate responses and refinements in joint activities in the interest of maximizing beneficial outcomes relevant to those priorities. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal � The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation � The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent � The language in the applicable authorizing legislation or legislative history clearly indicates Congress� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications � The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies � Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (1) UNSOLICITED PROPOSAL SINGLE SOURCE JUSTIFICATION DESCRIPTION: THIS IS A NOTICE OF INTENT TO AWARD This is a Cooperative Agreement (P15AC00369) in the amount of $0.00 with a period of performance from date of award until 05/01/2020. STATUTORY AUTHORITY The Wild and Scenic Rivers Act of 1968, as amended (16 USC 1271 et seq.). 54 USC 200305 previously 16 U.S.C. 460.1-1(d) of the Outdoor Recreation Organic Act, which authorizes the Secretary of the Interior to provide technical assistance and advice and to cooperate with States, political subdivisions, and private interests, including nonprofit organizations, with respect to outdoor recreation. 16 U.S.C. 1723(c), Public Land Corps, which authorizes the Secretary of the Interior to enter into contracts and Cooperative Agreements with any qualified youth or conservation corps to perform appropriate conservation projects.
