NPS and OAH will undertake activities that promote the greater public and private understanding of American history for their mutual benefit and for the people of the United States as well as for future generations, so that they can enjoy the historic resources of the NPS. RECIPIENT INVOLVEMENT 1. Work together with NPS to identify and develop projects that may efficiently and effectively be carried out under this cooperative agreement. 2. In conjunction with NPS, conduct projects and programs that will result in expanding the knowledge and information available in the areas of historical education, historic preservation and cultural resources management through projects such as administrative histories, Historic Resource Studies, other kinds of historical research, National Register and National Landmark theme studies and nominations, Historic American Building Surveys (HABS) Historic American Engineering Record (HAER) and Historic American Landscape Sureveys(HALS) documentation, bibliographic and historiographic essays, and education/interpretive materials and texts. 3. Identify, evaluate and provide background on scholars to NPS. 4. Offer scholarly feedback to ensure that projects meet the highest standards of the historical profession. 5. Work with NPS in the establishment of ongoing relationships between NPS staff and other historians, and inform NPS of opportunities to engage NPS staff with the larger historical profession. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: 1. Participate with OAH in undertaking activities that will increase the overall information and knowledge base with projects related to the history of the United States in our parks. Such activities may include developing and distributing information to an audience beyond our park boundaries. 2. Work with OAH to develop ways of assisting parks in expanding the knowledge and information available in the areas of historical education, historic preservation and cultural resources management through projects such as administrative histories, Historic Resource Studies, other kinds of historical research, National Register and National Historic Landmark theme studies and nominations, HABS-HAER-HALS documentation, bibliographic and historiographic essays, and education/interpretive materials and texts. 3. Provide logistical and facility support to OAH personnel when projects are undertaken in NPS park areas. 4. Increase public access to park historical information by undertaking various activities together with OAH that will result in an increased availability of information on all aspects of preserving historic resources. 5. Work with OAR in the establishment of ongoing relationships between NPSstaff and other historians. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal � The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation � The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent � The language in the applicable authorizing legislation or legislative history clearly indicates Congress� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications � The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies � Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (4) UNIQUE QUALIFICATIONS SINGLE SOURCE JUSTIFICATION DESCRIPTION: Through its extensive membership of professional historians, the Organization of American Historians (OAH) is uniquely suited to assist the NPS in the successful design and execution of a wide range of historical studies, reports and other products. OAH members have broad expertise in the study of American history and have the specific knowledge, experience, skills that will greatly further our mutual goals to provide our citizens with an accurate, authoritative, and comprehensive appreciation for American history. The OAH work includes research, analysis, studies and reporting on products such as Historic Structure Reports, Historic Landscape Survey documentation, Historic American Building Surveys and Historic American Engineering Records as well as the National Register of Historic Places documentation and National Historic Landmark themes studies and nominations which include administrative histories, bibliographic, archival and oral histories and studies as well as educational and interpretive materials. THIS IS A NOTICE OF INTENT TO AWARD This is a Cooperative Agreement (P15AC00289) in the amount of $0.00 with a period of performance from 10/01/2015 until 09/30/2020. STATUTORY AUTHORITY 54 USC 101702(a) Previously 16 U.S.C. �1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs. 54 USC 302304 16 U.S.C. �470), National Historic Preservation Act.
