Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Knowledge Exchange: An initiative designed to employ a full array of virtual and traditional tools to promote international cultural resources exchange in the U.S. The project will aid American preservationists and cultural resource managers in solving their heritage challenges by delivering the best of international historic preservation and heritage conservation work. RECIPIENT INVOLVEMENT US/ICOMOS agrees to: 1. Integration of the values of heritage stewardship into major initiatives and issues: a. Create and launch Global Heritage Stream (GHS), a curated stream of customized content tailored to the needs of US preservationists and cultural resource managers related to best professional approaches, results, case studies and heritage research from other countries. GHS Theme Content Teams, relying on the expertise of the Theme Managers and Theme Advisory Committees will employ Contributors that would curate and stream research on the covered Themes. b. Execution of the US/ICOMOS 50th Anniversary International Symposium to be held in March, 2016 with the theme ¿A World of Heritage Solutions¿ that celebrates fifty years of Americans collaborating internationally to solve heritage questions. c. Promote an interdisciplinary research approach to addressing critical resource management issues through increased coordination between cultural and natural resource research and science programs by beginning execution for a Pan-Pacific Symposium to be held in September, 2016 on the theme ¿Converging Strategies: New Approaches to Integrating Natural and Cultural Values of Landscapes¿. d. Promote the economic value of US World Heritage Sites, including NPS parks and sites, through community revitalization, tourism, and job creation by undertaking a demonstration project that will train a cadre of US heritage experts in international best practices in using values based heritage approaches to leverage cultural heritage to strengthen creative place-making in rural gateway communities to US World Heritage sites and state and national parks. 2. Assist the NPS in its cultural resources stewardship responsibilities by providing an international scope to its scholarly research, science, and management: a. Engage in an outreach program to further empower NPS cultural resource managers and practitioners to incorporate international research and best practices related to Cultural Landscape Practice and Heritage as a Pillar of Sustainable Economic Development into their own decision making and management processes. This process would include presentations about US/ICOMOS Global Heritage, the ICOMOS Open Archive: Eprints and the ICOMOS network of International Scientific Committees customized for NPS audiences. At least 3 of these meetings would be held at meetings selected by NPS including potentially Large Landscape Network, NHA meetings or NPS CRM meetings. b. Annotate, prepare and submitting to the ICOMOS Open Archive: Eprints on Cultural Heritage, eligible research and other NPS materials on the Themes of Cultural Landscape Practice and heritage as a pillar of sustainable development. c. Create a national, virtue forum for collecting and developing scholarship and thinking in order to gather options and build consensus on the approach, needs, aims and opportunities of a the updating for the US World Heritage Tentative List. 3. Pathways to Diversity Program: Hold a meeting in November of 2015, designed to collaborate with State Historical Preservation Officers (SHPO) and others working in the area of Latino cultural on maximizing the use of scholarship, research and archives available in Spain, Mexico and elsewhere that informs US Hispanic heritage, and ultimately to facilitate project partnerships. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: NPS agrees to: 1. Provide US/ICOMOS staff and interns with specific knowledge, practical experience, skills and information in the field of historic preservation for the furtherance of mutual objectives to inform and educate Americans and other nations in the importance of historic preservation. Share resources, facilities, information and expertise with US/ICOMOS to enhance the preservation and public understanding of historic preservation. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (2) CONTINUATION SINGLE SOURCE JUSTIFICATION DESCRIPTION: THIS IS A NOTICE OF INTENT TO AWARD This is a Task Agreement (P15AC00552) under Cooperative Agreement (P14AC00195) in the amount of $73,500.00 with a period of performance from date of award until 05/01/2016. STATUTORY AUTHORITY 54 USC 101702(a) previously 16 USC 1g authorizing NPS to enter into cooperative agreements and transfer appropriated funds to nonprofit organization for the public purpose of NPS programs. 54 USC 320102 previously 16 U.S.C. 462(e) Historic Sites Act, wherein the Secretary of the Interior is authorized to ¿contract and make cooperative agreements with States, municipal subdivisions, corporations, associations, or individuals, with proper bond where deemed advisable, to protect, preserve, maintain, or operate any historic or archeological building, site, object, or property used in connection therewith for public use.¿
