The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). PAS Kabul invites all eligible organizations to submit a proposal for the administration of the English Language and Computer Learning Centers (ELCLCs) located at eight public university locations across Afghanistan. PAS intends to issue a cooperative agreement for a period of 36 months (base period) to administer eight (8) university-based ELCLCs, with options for two additional 12 month periods (option years one and two). The period of this award is estimated to be from/about August 1, 2015 to/about July 31, 2018. The budget available for this program will cover materials, hardware, furnishings, renovation costs, books, personnel, utilities, and all operating expenses.
