Chavez National Monument Proclamation. This agreement is for the purpose of supporting educational and interpretive opportunities for teachers, students, and the general public visiting the C�sar E. Ch�vez National Monument. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. The National Park Service has always enjoyed the favor of the American people. Parks have long been seen as critical to our nation as places for recreation, reflection, inspiration and conservation, but today the National Park Service is called to a more complex existence as it looks to create greater connections to what makes us uniquely American. Our cultural existence and heritage as human beings on this land is reflected in the sites protected by this great nation. Sites and stories, such as that of C�sar Ch�vez, connect and deepen our understanding of our natural and cultural heritage. They go beyond the surface of place to include not only the easy stories but also the difficult issues of our nation - past, present and future. Interpretation in the National Park Service�s second century must ensure that ALL audiences have multiple opportunities for participatory, transformative experiences that promote stewardship and relevant, inclusive, and active learning. This project is designed to engage new audiences; connect teachers and students to the park as a venue for learning; bring resources into the classroom; and increase content knowledge about the life and legacy of C�sar Ch�vez, whose method of non-violent protest brought international attention to the working conditions of farm laborers. Through resource kits and exhibit enhancements, we hope to introduce the concepts of park ownership and stewardship; motivate teachers to bring students to the C�sar E. Ch�vez National Monument, and foster students� connection to and interest in returning to the park with their families. RECIPIENT INVOLVEMENT National Ch�vez Center agrees to: 1) Collaborate with the NPS in the planning, review, implementation, and evaluation of education and interpretive products. 2) Provide a liaison to the NPS for the purpose of accomplishing the work under this agreement. 3) Collaborate with the NPS to attempt to build a nation that is consciously aware of the critical nature of national parks in being the stewards of our American heritage. 4) To develop a Cesar Chavez Resource Toolkit (print and digital), design and fabricate two waysides, and enhance Visitor Center exhibits. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: NPS agrees to: 1) Collaborate with the National Ch�vez Center in describing the goals, jointly developing the scope and activities to accomplish. 2) Collaborate in the planning, review, piloting, implementation, and evaluation of education and interpretive products. 3) Provide the services of a program coordinator to serve as a liaison to the National Ch�vez Center for the purpose of accomplishing the work under this agreement. 4) Provide the National Ch�vez Center, their partners and affiliates with technical assistance, cultural resource stewardship, and professional development and training. 5) Collaborate with the National Ch�vez Center to attempt to build a nation that is consciously aware of the critical nature of national parks in being the stewards of our American heritage. 6) Provide financial support for the development of a Cesar Chavez Resource Toolkit (print and digital), design and fabricate two waysides, and enhance Visitor Center exhibits. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal � The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation � The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent � The language in the applicable authorizing legislation or legislative history clearly indicates Congress� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications � The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies � Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (2) CONTINUATION SINGLE SOURCE JUSTIFICATION DESCRIPTION: THIS IS A NOTICE OF INTENT TO AWARD This is a Task Agreement (P15AC00731) under Cooperative Agreement (P13AC00922) in the amount of $31,000.00 with a period of performance from date of award until 09/30/2018. STATUTORY AUTHORITY Proclamation No. 8884, Establishment of the C�sar E. Ch�vez National Monument, 77 Fed. Reg. 198 (Oct. 12, 2012) directs the NPS "to use applicable authorities to seek to enter into agreements with the National Ch�vez Center to address common interests, including provision of visitor services, interpretation and education, establishment and care of museum collections, and care of historic resources." 54 USC 101703(a) previously 16 U.S.C. �l(g) authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, an(l private nonprofit organizations for the public purpose of carrying out National Park Service programs. 54 USC 320102 previously 16 USC 462(e), which allows NPS to contract and make cooperative agreements with States, municipal subdivisions, corporations, associations, or individuals, with proper bond where deemed advisable, to protect, preserve, maintain, or operate any historic or archaeologic building, site, object, or property used in connection therewith for public use, regardless as to whether the title thereto is in the United States: Provided, That no contract or cooperative agreement shall be made or entered into which will obligate the general fund of the Treasury unless or until Congress has appropriated money for such purpose.
