The CVPCP implements actions that will protect, restore, and enhance special-status species and their habitats effected by the CVP, with a special emphasis on federally listed species.

- Nonprofits without 501(c)(3) status (other than higher education)
- Private institutions of higher education
- Individuals
- For-profit organizations other than small businesses
