The Civilian Volunteer Medical Reserve Corps (CVMRC) is a national network of over 200,000 volunteers, organized in local community-based groups and committed to strengthening public health, reducing vulnerabilities, improving local preparedness, response and recovery capabilities, and building community resilience. MRC units have supported numerous community public health missions, participated in local and regional exercises across the nation, and responded during emergencies when called upon by local and state response agencies. MRC volunteers remain in place to help communities recover after emergencies when other response assets return home – because they are already home. Due to the community-based nature of the MRC, each unit is unique in what it can provide before, during, and after emergencies as well as to support public health missions. In March 2002, the Office of the Surgeon General within the Office of the Assistant Secretary for Health (OASH) established MRC as a demonstration project. The Pandemic and All-Hazards Preparedness Act authorized MRC as an ongoing program in 2006. In 2013, the Pandemic and All-Hazards Preparedness Reauthorization Act (PAHPRA) assigned authority and responsibility for the program to ASPR. With the publication of a Federal Register Notice revising ASPR’s Statement of Organization, Functions, and Delegations of Authority (79 FR 70535) on November 26, 2014, MRC formally moved from the OASH to ASPR.
