Description

The purpose of this funding opportunity is to create a venue or venues to engage high-level state health policy makers with health policy experts in the areas of privacy, security, and other concepts. This work will not duplicate the support already being supplied by ONC to the Centers for Medicare and Medicaid (CMS) Centers for Medicare & Medicaid Innovation State Innovation Model program (hereafter “CMMI SIM” program). It will however, provide a venue in which state policy makers, including those policy makers from CMMI SIM states, can focus specifically on the impact of disparate state privacy laws as a barrier to interoperable exchange of information for health. ONC believes that providing such a venue serves two key purposes: 1. Ensure that state policy leaders develop an understanding of where state policy, or other real or perceived barriers to interoperability, may exist that are within the states’ own powers to alleviate or remove. In doing so, leverage those states desiring to take advantage of technological advances to make documenting patient consent choices that are required by state law as easy as on-line banking is today; 2. Provide an opportunity for state policy leaders to share their experiences regarding areas where those state policy leaders observe impediments to interoperable exchange of information for health that derive from federal statutes, regulations or policies.
