Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Project Objective: The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation in the NPS Urban Archeology Program through projects related to preservation efforts on Moccasin Bend National Archeological District with staff members from Chickamauga and Chattanooga National Military Park. The UAC provides youth with an immersive experience in archeology and cultural resource stewardship. The UAC engages partners and communities in the shared environmental stewardship of archeological resources. It promotes greater public and private participation in archeology while building resource stewardship ethics in youth. Products created by the UAC will be shared through community events and social media to increase public awareness, knowledge, and support for archeological resources and stewardship of the nation���s cultural and historical heritage. The UAC���s principal purpose is to support the Government���s objective to provide opportunities for youth to learn about the cultural environment by spending time working on projects in National Parks. The project motivates its youth participants to become involved in the archeological protection of their communities and beyond. Youth employed in the UAC gain hands-on experience outside of the classroom in archeological projects by working in a variety of NPS divisional tasks. As a result, the UAC assists in the creation, promotion, facilitation, and/or improvement of public understanding of archeology and public lands as they relate to urban communities. RECIPIENT INVOLVEMENT Chickamauga and Chattanooga National Military Park Staff and Conservation Legacy youth crew members (ages 16 to18) from around the city of Chattanooga, Tennessee, will work together to accomplish preservation work, trail clearing and restoration, and archeological survey techniques (non-invasive). Duties may include archeological and compliance techniques, data entry, and field surveys under the directions of NPS staff. This agreement supports nine crew members (two crew leaders and seven crew members) with the projected schedule as follows: (9) Conservation Legacy crew leaders and members: A. Conservation Legacy agrees to: 1. Administer the recruitment, hiring, and employment of youth and leaders for the Urban Archeology Corps. 2. Utilize public and private funds to improve trails on Moccasin Bend National archeological District, including the Blue Blazes Trail. Approximately four weeks of work will be spent by the crew improving this trail, making it much safer for visitors to access this trail system on Moccasin Bend. During their time there, crew members and leaders will be introduced to the archeological context of the area and will visit several of the archeological sites located on Moccasin Bend, some of which are located on the Blue Blazes Trail. 3. Will improve the entrance trail to Sherman Reservation on Missionary Ridge Battlefield. They will also clear vegetation whereas to reconnect two sections of overgrown trail at Sherman Reservation. This will improve the overall visitor experience when visiting this section of the Missionary Ridge Battlefield. 4. Will access the job site by their own crew vehicle and then on foot. 5. Will provide their own Personnel Protective Equipment and tools for an 8 person crew including supervisors. 6. Will assist with the development of a ���job hazard analysis��� for trail improvement and associated tasks. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: 1. Provide financial assistance in accordance with Article VI. 2. Help select projects, provide orientation to park resources, oversee assignments, teach new skills, and provide any additional tools or equipment needed to complete projects. 3. Assists with describing goals, jointly developing activities to be accomplished and their scope of work. 4. Provide special programming and other assistance to the crews as they work toward fulfilling their goals. 5. Provide a liaison between the park and the Conservation Legacy director and crew leaders. 6. Provide educational experiences concerning the various career paths associated with the National Park Service. 7. Provide the services of a National Program Coordinator to serve as liaison to (the recipient) for the work under this agreement. Both parties agree to: 1. Develop a project agreement that outlines tasks to be completed and project deadlines; 2. Coordinate and discuss progress and resolve issues that may arise during the project. 3. That no change in financial assistance amount, term of project, AME participant (including backfilling), or any other provision of this task agreement shall take place without the execution of a written modification documenting the change(s). SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ��� The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ��� The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ��� The language in the applicable authorizing legislation or legislative history clearly indicates Congress��� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ��� The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ��� Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
