Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Engaging Young Adults with Community-Based Conservation and Recreation Enhancement Projects: Qualified Corps members will support projects and locations where NPS Rivers, Trails, and Conservation Assistance (RTCA), other NPS programs, and AYW have a mutual interest. This will include internship opportunities for Corps members interested in developing community planning skills working on projects where RTCA is providing technical assistance. AYW and RTCA staff will work together to help targeted communities or land managers to organize and plan projects that can be carried out by service corps crews, and work with partners to identify and secure funding to support crew placement. Collaboratively AYW and NPS park managers will strive to identify and secure resources to support service corps activities. RECIPIENT INVOLVEMENT A. AYW agrees to: 1. Recruit and appoint qualified individuals that are acceptable to RTCA project managers. Participants will perform a variety of duties related to RTCA program activities, which may include resource inventory and analysis, preparation of maps and other visual displays. 2. Provide administrative support to the individuals, including a stipend for subsistence, insurance coverage, reimbursement for work-related expenses, and administrative record keeping. 3. Support, in close coordination with NPS staff, appropriate training. 4. Provide office space for RTCA Texas field office staff, in addition to interns assigned to work with RTCA, including utilities, phone and internet service. 5. Prepare a completion report, including feedback from, each Corps member participating in RTCA activities. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: B. NPS agrees to: 1. Collaborate on the acceptability of applicants provided by AYW for RTCA internships. 2. Provide experienced and seasoned staff to serve as mentors, provide all needed guidance, identify tasks to be performed, manage and prioritize work, review all work products, and give regular direction. 3. Provide all necessary equipment (desks, computers, etc.) tools, work specifications and applicable rules and regulations for intern(s). 4. Provide orientation and appropriate training to intern(s). 5. Define potential roles for youth service corps crews in carrying out community-led conservation and recreation projects. 6. Help to strengthen relationships between AYW and NPS park managers. 7. Provide written accomplishment reviews of intern(s) and Corps members participating with RTCA. 8. Assure that NPS standards and procedures are used and met throughout the work activities. 9. Provide financial assistance to AYW as outlined in Article VI. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ��� The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ��� The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ��� The language in the applicable authorizing legislation or legislative history clearly indicates Congress��� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ��� The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ��� Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (2) CONTINUATION SINGLE SOURCE JUSTIFICATION DESCRIPTION: THIS IS A NOTICE OF INTENT TO AWARD This is a Task Agreement (P15AC01196) under Cooperative Agreement (P15AC00030) in the amount of $42,022.00 with a period of performance from date of award until 12/31/2016.
