Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Congress established the Captain John Smith Chesapeake National Historic Trail in 2006 through an amendment to the National Trails System Act. The first designated national historic trail that is composed primarily of a water trail route, the trail route traces the 1607-1609 voyages of Captain John Smith to chart the land and waterways of the Chesapeake Bay. The trail route extends approximately 3,000 miles along the Chesapeake Bay and the tributaries of the Chesapeake Bay in a corridor that traverses five states (Virginia, Maryland, and Delaware, Pennsylvania and New York). STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN The purpose of this project is to prepare a National Register Multiple Property Documentation form (MPDF) and at least one National Register nomination for the Captain John Smith Chesapeake National Historic Trail in accordance with current standards and scholarship defining and developing appropriate historic contexts (including archeology) related directly to the trail. The MPDF cover should take into account the entire 3,000 mile trail corridor extending through five states (Virginia, Maryland, Pennsylvania, New York, and Delaware) and the District of Columbia, including the trail route and trail-related resources. The National Register nomination should provide documentation for one property within the geographic area of the MPDF cover submission. The public purpose and benefit of this project is to assist the park and its multiple constituencies and stakeholders in identifying, documenting, and evaluating cultural resources within the trail corridor. The study will provide essential information which will be used to make informed decisions about the preservation, management, and interpretation of the historic and cultural resources within the trail corridor. In addition to the report, which will be made available online, this project includes a public workshop at the conclusion of the study to engage the general public, stakeholders and park managers service-wide in discussion of best practices. RECIPIENT INVOLVEMENT 1. NCSHPO agrees to: ��� Produce a National Register Multiple Property Documentation Form for the Captain John Smith NHT, as well as National Register documentation for at least one property within the geographic area covered by the MPDF; ��� Work with the NPS to identify candidates to complete the work; ��� Engage an appropriate researcher (or team of researchers) to undertake the work and act as the liaison between the NPS and the scholar(s); the researcher and key team members must be fully qualified personnel and conform to current standards of scholarship. Researchers must meet the requirements specified in OPM Handbook X-118 and, in addition, the quality ranking factors stated in NPS-28: Cultural Resource Management Guideline, (http://www.nps.gov/history/history/online_books/nps28/28contents.htm) Appendix E, ���Qualification Standards and Selective or Quality Ranking Factors for Cultural Resource Specialists.��� ��� Work with the NPS to develop a detailed scope of work (including schedule, budget, and list of deliverables for the project), based on Article I of this task agreement, for the development of the MPDF submission and listing, as well as a consultation strategy with stakeholders and legislative partners; ��� Participate in review of interim and final products along with NPS and its state, local, and tribal partners and stakeholders; ��� Ensure that the documents are prepared in a professional manner and meet National Register requirements, as detailed in National Register Bulletion: How to Complete the National Register Multiple Documentation Form and any other relevant National Register guidance. ��� Support development and distribution of publications and announcements to share information with other SHPOs and interested stakeholders, as appropriate. NATIONAL PARK SERVICE INVOLVEMENT 2. NPS agrees to: ��� Work with NCSHPO to develop a detailed scope of work (including schedule, budget, and list of deliverables for the project), based on Article I of this task agreement, for the development of the MPDF submission and listing, as well as a consultation strategy with stakeholders and legislative partners; ��� Provide existing mapping and narrative information on the trail route, corridor and trail resources; ��� Work with NCSHPO to identify appropriate candidates to complete the work; ��� Review selection of researcher(s) to complete the work; ��� Collaborate on the development of the scope of services, including a schedule, budget and deliverables; ��� Review the progress of the research to ensure relevance and quality; ��� Guide, advise, and support development of significance statements, property types; ��� Select property to be documented under MPDF cover, based on researcher���s recommendations; ��� Coordinate communications with state, tribal, and local partners and review process; ��� Prepare official correspondence as required for formal requests to SHPO offices; ��� Support development, review and distribution of information with other SHPOs, the tribes, and the NPS as appropriate. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ��� The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ��� The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ��� The language in the applicable authorizing legislation or legislative history clearly indicates Congress��� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ��� The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ��� Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. NPS did not solicit full and open competition for this award based the following criteria: (2) Continuation This is a Task Agreement (P15AC01416) under Cooperative Agreement (P12AC13012) in the amount of $95,000.00 with a period of performance from date of award until 12/31/2016.
