NOTICE OF INTENT TO AWARD This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities without competition. The objective of the Agreement is for the NPS in coordination with BGCA to further common goals in the areas of youth engagement and development for the benefit of investing in youth. This Agreement is for the NPS to actively engage BGCA organizations and affiliated clubs (BGCA Clubs) through service-learning, educational, recreational, volunteerism, and citizen-stewardship in parks and communities. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN Project Description: Through this collaboration NPS and BGCA seek to encourage America���s youth, especially those from urban and Native American population centers, to grow to become good stewards of the environment and be aware of their shared heritage. Reaching these young people requires a program intervention that is culturally relevant, engaging and fun. To meet this goal, NPS and BGCA collaborate to redesign the Ultimate Journey program. RECIPIENT INVOLVEMENT 1. Promoting all agreed upon NPS youth programs and special initiatives on BGCA���s intranet site to all Clubs across the country and world. 2. Establishing a Web link through BGCA���s Intranet site BGCA.net to NPS.gov. 3. Encourage Clubs to use resources managed by or developed by NPS via BGCA���s intranet site. 4. Redesign existing BGCA Ultimate Journey Program to include not only environmental activities but history related activities too. 5. Work with NPS to co-develop media products to promote Ultimate Journey Programs. Marketing tools will include: ��� Develop a ���toolkit��� guide for local Clubs to help with the integration of the curriculum in partnership with NPS sites. ��� Advertise and promote NPS resources that can enhance existing and new opportunities in local afterschool and summer program. ��� Promote collaboration with NPS. NATIONAL PARK SERVICE INVOLVEMENT 1. Provide financial assistance as provided for in Article VI. 2. Collaborate with BGCA in developing a program involving agreed upon focus areas. 3. Provide, in collaboration with BGCA, educational curriculum resources related to natural, historical, cultural, recreation, and heritage programs on NPS lands to enhance the environmental awareness and stewardship of participants. 4. Assign appropriate NPS employee(s) to monitor the ongoing work, to respond to questions about the nature and goals of the partnership, and act as an on-site liaison among the parties. 5. Use existing internal communication channels to promote the programs and encourage all NPS sites to reach out and collaborate with their local Club. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ��� The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ��� The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ��� The language in the applicable authorizing legislation or legislative history clearly indicates Congress��� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ��� The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ��� Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. NPS did not solicit full and open competition for this award based the following criteria: (2) Continuation This is a Task Agreement (P15AC01740) under Cooperative Agreement (P15AC00583) in the amount of $233,946.00 with a period of performance from date of award until 12/31/2018.
