Description

The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for programs that will increase nonviolent civic engagement in the lead-up to the planned November 2016 elections in the Democratic Republic of Congo (DRC). DRL’s goal is to increase citizen participation, especially of youth and women, in the lead-up to the planned November 2016 elections, through targeted support to Congolese civil society organizations (CSOs), including church organizations. DRL seeks proposals for activities that may include, but are not limited to: 1) subgrants to and partnerships with key CSOs that have access to audiences in the Kivus, the Kasais, and the former Katanga province; 2) creating new or strengthening existing networks of like-minded CSOs to improve their communication and coordination around elections, including election observation, ideally at a national level; 3) innovative approaches to educating vulnerable populations about their rights as voters, and; 4) training on effective advocacy methods for improved outreach to the Congolese government (national and provincial).
