The Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) for projects that support the bureaus policy priority of legal reform to promote and adopt less restrictive laws, policies and regulations, including amending laws and regulations that limit freedoms of speech, association, and access to justice.

- Nonprofits with 501(c)(3) status (other than higher education)
- Nonprofits without 501(c)(3) status (other than higher education)
- Private institutions of higher education
- For-profit organizations other than small businesses
