The mission of the Office of Global Affairs (OGA) is to promote the health of the world's population by advancing the HHS Secretary and the Department global strategies and partnerships, thus also serving the health of the people of the United States. Within HHS, OGA coordinates international health and human services policy, research, and diplomacy. OGA represents HHS to other governments, other federal departments and agencies, international organizations, and the private sector on global issues. OGA Office of the Americas serves as the HHS focal point for governance and support of the United States-Mexico Border Health Commission (BHC, or the Commission), in coordination with the Office of International Relations of Mexico Secretariat of Health (SALUD). The HHS Assistant Secretary for Global Affairs serves as the HHS Secretary Delegate to the BHC, and the Office of the Americas Director serves as the Secretary Representative. The Office of the Americas also provides leadership and management for OGA cooperative agreements with the four U.S. Border states, which support activities and initiatives of the Commission. The Office of the Americas includes the BHC U.S. Section Executive Director and personnel of the BHC Office in El Paso, Texas, as well as staff based in Washington, D.C. The BHC U.S. Section Commission Members, who are nominated by their respective border state Governors and are appointed by the President, are also designated HHS Special Government Employees and are formally included as part of OGA Office of the Americas.
