Description
The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from U.S. and non-U.S. non-profit Nongovernmental Organizations (NGOs), for profit NGOs, private voluntary organizations (PVOs), Institutions of Higher Education/Universities and Nongovernmental International Organizations -- excluding all prohibited source countries (i.e. those not included in Geographic Code 935) -- entitled “Health Evaluation, Research and Development (HERD).” USAID strongly encourages applicants to propose creative and collaborative partnerships with other U.S. and/or international organizations, Nongovernmental Organizations (NGOs), private voluntary organizations, and firms, especially small businesses, to implement activities under this program. The authority for the RFA is found in the Foreign Assistance Act of 1961, as amended. Please refer to the Program Description for a complete statement of objectives and expected results.Applicants under consideration for an award that have never received funding from USAID may be subject to a pre-award audit to determine fiscal responsibility, ensure adequacy of financial controls and establish an indirect cost rate.Subject to the availability of funds, USAID intends to provide approximately $24,500,000 in total USAID funding to conduct health research and evaluations for development, testing and refinement of new and improved tools, technologies, approaches, interventions and policies in low- and middle- income countries (LMICs). While one award is anticipated as a result of this RFA, USAID reserves the right to fund any or none of the applications submitted.
