Project Summary The National Council on Disability (NCD) seeks proposals for a report series which examines the implementation of the Individuals with Disabilities Education Act (IDEA). The findings in this report will primarily serve to assist policymakers, including the White House and Congress, and state and local education agencies with insight needed to make policy decisions designed to improve outcomes for students with disabilities. The report will also provide students with disabilities and those who support them, with an understanding of policy, legislation, and initiatives that impact their lives. This IDEA report series will consist of five reports that focus on significant issues of concern to NCD. Three reports will follow-up on prior NCD reports, and two will study IDEA issues not previously examined by NCD. Each report will be no more than 25 pages long, will begin by revisiting NCD’s previous recommendations (where applicable), will provide the current state of policy and practice for each particular topic, will provide a detailed account of progress or non-progress, and will make clear and practical recommendations for improvement.
