Description

Under FY15 appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) intends to enter into a sole source Cooperative Agreement with the Illinois Department of Natural Resources (IDNR), to award, without competition under justification 505DM 2.14B, 2 and 4 in the amount of approximately $4,000,000, financial and technical support to implement projects required under the 2015 Inter-agency Asian Carp Control Strategy Framework. The award will support specific activities, and require specific deliverables that only they can conduct and deliver under the 2015 Asian Carp Control Strategy Framework. All work conducted under this agreement will be within the Great Lakes Basin, and only agency (state) personnel have authority to lead those activities, in cooperation with the Environmental Protection Agency (EPA) and FWS. The work conducted cooperatively under this Cooperative Agreement continues work activities initiated in 2010, and continued since. The IDNR is uniquely qualified to conduct the activities required within the GLRI framework. The applicant is uniquely qualified to perform the activities based upon the location, management authorities, capacity, and technical expertise of listed agencies.
