The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (DOL, or the Department, or we), announces the availability of approximately $1,000,000 total costs for one or more cooperative agreements to fund a monitoring and evaluation (M&E) technical assistance project. The objective of the project is to increase the ability of ILAB’s recipients to improve labor rights and working conditions abroad by developing an M&E Toolkit for a growing and diversifying portfolio of child labor and forced labor interventions. This toolkit will assist recipients to better measure, target, monitor, and evaluate specific sectors and cross-cutting themes, and will contribute to the overall body of knowledge on how best to monitor and evaluate child labor and forced labor projects. The M&E Toolkit will address specific monitoring and evaluation needs for identified program activity sectors and cross-cutting themes for specific beneficiary groups in OCFT’s existing M&E framework. The specific sectors and cross-cutting themes to be addressed are: occupational safety and health (OSH), forced labor (FL), youth employment, labor-related technical and institutional capacity-building, gender and diversity, persons with disabilities, migration, and sustainability. The project will address these needs through four mutually supporting outputs: 1) assessment and research on existing methods and indicators for monitoring and evaluation in the specified OCFT project sectors and cross-cutting themes; 2) development of tools, templates, and guidelines for each sector and cross-cutting theme; 3) development of guidelines and tools for end-of-project Comprehensive Monitoring and Evaluation Plan (CMEP) data analysis and identification of lessons learned in the identified sectors and themes; and 4) development and implementation of a dissemination and utilization strategy for the toolkit for OCFT recipients, OCFT staff, and the broader spectrum of organizations working to combat child and forced labor. The duration of the project will be a maximum of two (2) years (24 months) from the effective date of the award.
