The Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for U.S.-based non-profit organizations/nongovernment organizations (NGO) and for-profit organizations or business organizations interested in submitting applications for a cooperative agreement to provide technical assistance and financial management capacity building to organizations working on democracy and human rights programming in the Western Hemisphere.

- Nonprofits without 501(c)(3) status (other than higher education)
