This announcement is to provide public notice of the National Park Service⿿s intention to fund the following project activities without full and open competition. CFDA # and Title CFDA# 15.931 Conservation Activities by Youth Services Single Source Justification Criteria Cited (4) Unique Qualifications NPS ATR Point of Contact Klondike Gold Rush NHP Tim Steidel Skagway, AK 99840 907-983-9225 OVERVIEW The main goal of this project is to develop a loop trail along the Chilkoot Trail in the Historic Canyon City town site. A majority of the work to be done involves reshaping tread and moving gravel. The trail work involves both maintenance and new construction. The corridor has been cut, however all of the tread material needs to be moved into place and a tread profile established. The work site is 8 miles from the Chilkoot trailhead and considered remote. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN This agreement provides projects for young adults that will enhance personal development in the principles and practices of resource management and conservation. The NPS will benefit from this collaboration through rehabilitation of significant visitor destination sites, campground maintenance, repair of eroded areas of riverbanks, improvements to park trails, and reduction in the deterioration of cultural sites throughout Klondike Gold Rush NHP. Park partners benefit from education opportunities and the experience of environmental conservation work. RECIPIENT INVOLVEMENT Recipient Involvement: The recipient agrees to provide a trained 6-8 team member crew with 1-2 team leaders experienced in supervision and basic trail work and construction. Said crew will be equipped with basic tools and equipment for trail construction and landscaping. Recipient will assure that the crew will be physically able to do manual labor for a 10-hour day. Each work shift will be eight days on site and 6 days off work. Recipient will provide camp gear and food for all crew members as well as daily maintenance and cleaning of camp facilities. Recipient will coordinate work schedule with NPS Project Inspector to ensure project completion within target schedule. Recipient will inform the SCA staff that work may be interrupted if ground disturbing activities encounter previously unknown archaeological materials. NATIONAL PARK SERVICE INVOLVEMENT Within this paragraph use the following language to address NPS Substantial involvement: Substantial involvement on the part of the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: NPS will have a representative to conduct park orientation pertinent to safety, and guidance on NPS mission. NPS will provide a place to set up living quarters. NPS will provide specialized tools, and material necessary to accomplish the project if needed. NPS will provide fuel for all power tools. NPS will provide crew with up to two portable radios for emergency communications with NPS office area and crew. NPS will provide educational opportunities and instruction in archaeology and historic restoration, as appropriate. NPS will provide an on-site archaeologist for work that requires any ground disturbing activities. NPS will conduct compliance oversight of projects prior to execution in order to expedite the work.
