Description

This is a notice of intent to award single source cooperative agreements to Illinois Department of Natural Resources (IDNR), Michigan Department of Natural Resources (MIDNR), and Ohio Department of Natural Resources (ODNR) without competition under justification 505DM 2.14.B.(2), (3) and (4). Competition for the award is not practical as the award will support specific activities, and require specific deliverables of the each agency that only they can conduct and deliver under the 2016 Asian Carp Action Plan to protect the Great Lakes from invasion of Asian Carp. All work conducted under this agreement will be within the Great Lakes Basin, and only agency (state) personnel have authority to lead those activities, in cooperation with the Environmental Protection Agency (EPA) and FWS. The work conducted cooperatively under this Cooperative Agreement continues work activities initiated in 2010, and continued since. The state agencies listed are uniquely qualified to conduct the activities required within the GLRI framework based upon the location, management authorities, capacity, and technical expertise of listed agencies. FWS will be substantially involved in the projects under this funding opportunity. In particular, FWS will be responsible for the following: cooperate with the IDNR, MIDNR, ODNR, USEPA, the National Oceanic and Atmospheric Administration (USNOAA), and United States Geological Survey (USGS), to conduct monitoring, control, outreach, and law enforcement activities. All work is designed to continue to prevent the establishment of Asian Carp in the Great Lakes.
