Continuation Anticipated Period of Performance 6/16/2014 â¿¿ 4/15/2017 Award Instrument Cooperative Agreement Statutory Authority 54 USC101702 CFDA # and Title 15.946, Cultural Resource Management Single Source Justification Criteria Cited (4) Unique Qualifications - Contination NPS ATR Point of Contact Brinnen Carter OVERVIEW This is a modification to an existing cooperative agreement to provide demonstration artists as part of the parkâ¿¿s interpretive programming. The demonstration artists are employed by the Sitka Tribe of Alaska, and provide programming uniquely available at the park. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN The purpose of this modification is to: 1. Re-affirm the overall success of the Demonstration Arts Program partnership between the Sitka Tribe of Alaska and the Sitka National Historical Park. 2. Modify the agreement timetable that details the program execution for 2016-2017, but not extend it. RECIPIENT INVOLVEMENT Recipient will provide coordination, scheduling, and direct demonstration artists in the areas of woodworking, weaving, beading, metalwork, and other traditional Tlingit and other Native Alaskan crafts, on-site in the Sitka NHP visitor center. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part of the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: The park will provide studios, training in NPS interpretation techniques, assistance with posting artist job notices, coordination of studio access, and assistance to visitors in finding and taking advantage of artist demonstrations. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal â¿¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation â¿¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent â¿¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congressâ¿¿ intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications â¿¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies â¿¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (4) Unique Qualifications Single Source Justification Description: As the federally-recognized, sovereign Tribe in Sitka, Alaska, the Sitka Tribe of Alaska represents approximately 4,500 Tribal citizens, including numerous native artists. As such, the tribe is uniquely qualified to deliver place-based, authentic artist demonstrations to other Tribal citizens and the general visiting public at the park. Also: Continuation of project. This program is the 3rd year of a 5 year agreement.
