**AMENDMENT TO THE FUNDING OPPORTUNITY ANNOUNCEMENT**The Department of Energy Office of Fossil Energy and the National Energy Technology Laboratory are seeking applications for financial assistance awards to achieve small scale production of salable rare earth elements in the form of final products such as individual rare earth oxides and or other individual rare earth compounds from domestic U.S. sources of pre combustion coal and coal by products. For the purposes of this Funding Opportunity Announcement, small scale is defined as a minimum composite rare earth output of 10 pounds per day, reported as oxides. Process feedstocks will exclude post combustion and gasification ash char. Proposed projects may produce additional salable products. The purpose of this Amendment is to distribute documents from the Pre-Application Webinar held on 10/14/2016 (see Appendix E on page 44 and associated attachments (2-4) to this FOA) and clarify the competitive down-select language on Page 7. All changes to the FOA are delineated in yellow highlighted text.
