Description

The Bureau of Reclamation (Reclamation) intends to issue a grant agreement to California Department of Water Resources under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.508, Public Law 108-7 (a)(b), Consolidated Appropriations Resolution & Public Law 113-79 Title II, Section 2507, (a)(3)(B), (d)(1)(C)(2), (e)(2). Estimated total amount of agreement is $499,420.00. Reclamation is providing $499,420.00 in Fiscal Year 2017. The objectives of the project include full implementation of the Truckee River Operating Agreement (TROA) will provide stability and finality for operating and managing water resources under established water rights and negotiated guidelines between the major beneficiaries of Truckee River waters, TROA also contains provisions for the conversion of a portion of certain municipal Credit Waters to Fish Credit Water and for establishment of other environmental credit waters for the purpose of enhancing Truckee River water quality and sustaining reservoir storage levels and in-stream flows from the upper Truckee River Basin in California to Pyramid Lake in Nevada; this will provide for additional drought protection, recreational opportunities and environmental benefits including associated fish, wildlife, plant, and habitat resources of the Truckee River from Lake Tahoe to Pyramid Lake. (Refer to the Notice of Intent to Award Announcement No. BOR-MP-17-N002 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(4) is solely within the discretion of the Government.
