This announcement is to provide public notice of the National Park Service (NPS)’s intention to fund a Task Agreement against an existing Master Agreement. ABSTRACT Funding Announcement NPS-NOIP17AC00152 Project Title National Park Service-Glen Canyon Habitat Restoration Recipient Conservation Legacy Total Anticipated Award Amount 30000 Cost Share None Required Anticipated Length of Agreement Through end date 12/31/2017 Anticipated Period of Performance Through end date 12/31/2017 Award Instrument Cooperative Agreement (task award) Statutory Authority 54 U.S.C. 101702(a), 16 U.S.C. 17k-2(e), 16 U.S.C. 4601-1(f)(1), 16 U.S.C. 1246(h)(1), 16 U.S.C. 1723(c), 54 U.S.C. 101701(b) CFDA # and Title 15.931 Youth Conservation Activities Point of Contact Tina Holland, Financial Assistance Agreements Officer OVERVIEW, RECIPIENT AND NPS INVOLVEMENT The Conservation Legacy will collaborate with the National Park Service (NPS) to connect Native American youth to their National Parks through engagement in natural resource stewardship activities at Glen Canyon National Recreation Area (GLCA) and Rainbow Bridge National Monument (RABR). By participating in the project, Native American youth will learn and develop valuable skills in invasive non-native plant inventory, mapping, and management; native plant restoration; and outdoor living and recreation. Substantial involvement by the NPS will be demonstrated through working with the Recipient to describe goals and jointly develop the scope and the activities to be accomplished. In addition, the NPS will provide a NPS staff lead to mentor and train the youth engaged through this program. NPS did not solicit full and open competition for this award based the following criteria: The cooperator is a member of the established 21st Century Conservation Corp Program- Youth Engagement and Development and was awarded under a competitive Cooperative Agreement P15AC00024 allowing Conservation Corps to participate in specific tasks, and can provide the necessary activities involved in this particular task while providing an effective outcome for the National Park Service and the promotion of youth involvement. This task agreement is a continuation of the Master Agreement.
