Supporting Health Systems Evaluation for Improved Performance in Mozambique under the President's Emergency Plan for AIDS Relief (PEPFAR)

This NOFO seeks to build on past accomplishments in Mozambique under the guidance of OGAC with funding from PEPFAR. Mozambique continues to be challenged by poor performance in key HIV indicators such as patient retention, scale up of test and start, and linkage to care. These problems areexacerbated by underlying health system issues such as poor morale and retention of health workers, constraints on government investment in the health sector, and inefficient use of resources. To confront this, CDC PEPFAR partners introduced differentiated models of health systems support, with interventions implemented at the facility, community, Provincial, and National levels. Despite many sources of information, there is an immediate need to introduce a CDC PEPFAR evaluation strategy aimed at building capacity among stakeholders to ensure the timely identification of health systems issues of needed evaluation, integration of findings into program plans for response, and agile public dissemination activities for improved use of information. This NOFO will seek to understand and develop interventions for these underlying issues, resulting in improved management of resources throughout the health system and improved health service delivery. The net result will be improvements in PEPFAR indicators and expanded HIV service delivery through improved quality and efficiency rather than simply increased funding effectiveness.
