BACKGROUND AND OBJECTIVES Public and commercial use at St. Croix Scenic Riverway will be assessed to inform planning and compatibility with park purposes. In order to better understand the public and commercial use of the river way and landings, systematic visitor observation will occur to assess the number and type of waterfront users at key river landings during peak season (June-Sept 15, weather dependent). STATEMENT OF WORK The University of Minnesota staff will conduct observations who will seek to fit into the scene and not influence visitor behavior. Both weekdays and weekend observations will occur. Observational forms will be developed to address key questions including 1) number of commercial and non-commercial users/recreation day; 2) visitor activities; 3) use patterns by time of day; 4) visitor interactions and issues; and 5) wearing personal flotation device. Additional information collected will include date, time, temperature, sky conditions (sunny/overcast), wind speed, river conditions/warnings, parking lot fullness (number of open spots). Field notes and photography of launch conditions will be collected. RECIPIENT AGREES TO: 1. Work with NPS to decide where observational surveys will be conducted in summer 2017 and what information is helpful to collect. 2. Hire personnel to assess actual use and visitor behavior among water-based and waterfront visitors through observation at select park landings. 3. Conduct research throughout the summer and possibly early fall 2017. 4. Share results with park staff. NATIONAL PARK SERVICE AGREES TO: 1. NPS personnel will provide insight, review documents and provide access to facilities and visitors. 2. NPS will also provide at least one vehicle, radios and lodging for UMN personnel. 3. NPS will discuss results and future needs to address visitor management issues.
