Description

This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities without competition. Specifically, the recipient will assist with: 1. Entrance Signs and Park Wayfinding (fall 2017, spring 2018): SUNY ESF will develop a design for the park entrance signs at the Home/Residence on South Street and Old Thompson AME Zion Church on Parker Street, in consultation with the NPS Olmsted Center, NPS superintendent, Harriet Tubman, Inc., and City of Auburn. SUNY ESF will prepare draft construction drawings for potential fabrication by a construction team at the Stephen T. Mather Building Arts & Craftsmanship High School (actual signage not funded through this agreement). SUNY ESF will also assist the NPS and City of Auburn in the development of plans for connections between the park units and public wayfinding to them, including signage. 2. NYS DOT Route 34 Improvements (fall 2017 through summer 2019): SUNY ESF will provide input to the NPS and its partners on the proposed reconstruction of Route 34 bordering the park to reduce potential adverse impacts to the park’s historic setting. 3. NPS Park Planning (fall 2017 through summer 2019): SUNY ESF will participate in NPS park and regional office planning for development of Harriet Tubman National Historical Park that is related to the park’s cultural landscape. This may include participation in meetings, contribution of material, and reviews related to the Historic Structure Report presently underway for the church and others that may be undertaken; and other potential resource management and park operations documents that may include a Foundation Document, Archaeological Overview and Assessment, interpretive prospectus, natural resources assessment, and facilities management (FMSS) database. 4. Research (fall 2017 through fall 2018): SUNY ESF will undertake research as necessary to further inform the history, existing conditions, and treatment of the cultural landscape not scoped under prior task agreements. This may include assisting the SUNY ESF Department of Environmental and Forest Biology in coring trees in the park to determine age and other investigation to enhance knowledge of the site’s natural systems; visiting the AME Zion Church archives at Livingstone College in Salisbury, North Carolina for documentation on the church’s stewardship of the Harriet Tubman Home (permission for this research has not been granted to date). 5. Technical Review: SUNY ESF will provide on-going technical input and review of proposed improvements to the park’s cultural landscape that may be undertaken prior to completion of the Cultural Landscape Report treatment plan, to ensure consistency with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. This will include advising on the effect on the park’s cultural landscape under Section 106 of the National Historic Preservation Act.
