BACKGROUND AND OBJECTIVES This Cooperative Agreement (Agreement) is entered into by the U.S. Department of the Interior, National Park Service (NPS), and Wildlife Forever (Recipient). The public is the first line of defense in stopping the spread of invasive species on land and in the water. The objective of this Agreement is educate the public about the threat of invasive species in the Great Lakes Ecosystem and ways they can help prevent and/or slow their spread and the devastation they cause in the ecosystem. Wildlife Forever will collaborate with the National Park Service in the Great lakes Restoration Initiative (GLRI), funded through the Environmental Protection Agency for the Invasive Species Focus Area, Project #669- Promote Great Lakes Ecosystem Health through Education about Invasive Species and their Prevention. The Recipient is a national leader in the fight against invasive species spearheading initiatives such as the Treat Campaign. Wildlife Forever’s Threat Campaign is an efficient and effective public awareness and education outreach effort designed to enlist the support of the public and encourage them to take action to prevent the spread of invasive species. NPS and the other partner members of the multi-agency Great Lakes Restoration Initiative will develop and launch a multi-media campaign using a variety of print, broadcast and electronic media including the development of a mobile apps, printed materials, and public service announcements. This Cooperative Agreement provides for the limited interchange of services, personnel, equipment and facilities to achieve the goal of encouraging recreationists to implement practices which are beneficial to the public lands and waters. Preventing the spread of invasive species is consistent with the program objectives of the NPS for the conservation of natural resources. The cooperative partnership with federal agencies with similar missions can reach more audiences with a clear and engaging message while drawing on the experience and success of Wildlife Forever in developing and coordinating similar education and outreach efforts. STATEMENT OF WORK This Cooperative Agreement provides for the interchange of services, personnel, and facilities to achieve the goal of encouraging recreationalists to implement practices which are beneficial to public lands and waters. Preventing the spread of invasive species is consistent with the program objectives of the NPS for the conservation of natural resources. Funding from the Great Lakes Restoration Initiative supports this work. Tasks: 1. Collaborate with the National Park Service in the Great Lakes Restoration Initiative (GLRI), funded through the Environmental Protection Agency for the Invasive Species Emphasis, Project #669— Promote Great Lakes Ecosystem Health Through Education About Invasive Species and their Prevention”. 2. Continue collaborative public educational efforts about invasive terrestrial and aquatic species and the dangers they present to native ecosystems. 3. Facilitate (1) planning, production and posting of billboards and dioramas, (2) planning, production and airing of Public Service Announcements in electronic or print media, (3) development, production and distribution of educational public service announcements and videos (4) speaking at public events, (5) development and distribution of mobile device application utilizing Augmented Reality (Clean Drain Dry App) through on-site signage or outreach promotion (6) other outreach about how recreationists can stop the spread of terrestrial and aquatic invasive species. RECIPIENT AGREES TO: 1. Lead a partnership of entities to (a) produce, post, and/or distribute outreach materials such as billboards, dioramas, Public Service Announcements, (b) develop and distribute educational videos, products and mobile app technology (Clean Drain Dry App) (c) speak at public events, and (d) conduct similar outreach marketing activities about how recreationists can stop the spread of terrestrial and aquatic invasive species. 2. Provide personnel and support services to make necessary the implementation of subject project. Support services may include designing the products, coordinating production and funding from other State and Federal partners, delivery of products, negotiation of vendor contracts and service terms, ensuring deadlines are met, performance deliverables achieved, timely vendor payments, and submitting a final report to NPS and other partners as appropriate. 3. Provide the NPS Program Officer a copy of the final billboard design and unfettered copyright access to reproduce, distribute for use in any manner the products produced under this Cooperative Agreement, and 4. Provide acknowledgement of NPS contribution and project support via logo placement in products and on any materials developed or distributed under this Cooperative Agreement. NATIONAL PARK SERVICE AGREES TO: 1. Communicate quarterly with Wildlife Forever to coordinate project activities, track project progress 2. Discuss best methods and approaches with the Cooperator, and 3. Facilitate coordination and collaboration with other projects conducted at other Great Lakes parks, forests, and refuges by NPS, US Forest Service, US Fish and Wildlife and others to ensure accuracy and effectiveness.
