Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to extend period of performance and increase funding for a cooperative agreement without full and open competition to Catholic Relief Services for a project to improve livelihood outcomes among at-risk youth to prevent their engagement in exploitative labor and the worst forms of child labor in El Salvador and Honduras. Authority: USDOL Manual Series (DLMS) 2-836 G. 3, Services are available from only one responsible source and no substitute will suffice; or the recipient has unique qualifications to perform the type of activity to be funded.
